q1 .

1. alcoholic consumption was part of daily habit which was difficult to prohibit by law. almost everyone was into it
2. flourishment of underground black market and police force's failure and incluence over it
3. upper class and powerful individual's personal and group influence over the law for which they were untouched by the law
4. lack of entertainments and economical crysis for the labours and lower class, which made them seek alcoholic habits
5. flourishing of organized crime

Prohibition failed because Americans did not stop drinking following ratification of the Eighteenth Amendment and passage of its enforcement legislation, the Volstead Act
